- Investment forms: The investor will self-advance the construction capital; after the completion of the project the State will rebuy 2/3 of the apartment area based on audit unit prices (+) plus the costs of capital use (+) plus 10% of the investor’s profit; for 1/3 of the remaining area the investor is allowed to do business and pay land use fees at the market price;
- Actual state: The project’s construction started on January 20, 2010 and was completed and put into use in September 2013.
